Accessory Structure Permit Submittal Guide

Accessory structure projects involve new construction.

Examples such as decks, carports, sheds, garages, pools, etc. all involve new construction, and require a building permit unless exempt, a zoning permit and a stormwater management permit unless exempt.

Before completing the building permit application review the 'Accessory Structure Exemption Worksheet'.

If the project meets the 'Accessory Structure Exemption' criteria a 'Certification Statement' signed by the owner / applicant may be substituted for a Building Permit Application provided all other requirements such as zoning and stormwater management are met.

If the project fails to meet the 'Accessory Structure Exemption' criteria a 'Building Permit Application' shall be submitted using the 'Permit Submittal Guide for New Construction'.

Building Permit Application for New Construction shall include the following:

Permit Fee:

  • Building Permit fee consistent with the fee schedule shall be calculated by the Code Official and shall be paid prior to issuing the Permit

Plan review costs:

  • Third Party Agency plan review costs are not included as part of the permit fee

  • Owner/applicant is responsible for Third Party plan review costs

Inspections:

  • Third Party Agency inspections are required for all work

  • Third Party inspection costs are not included as part of the permit fee

  • Owner/applicant is responsible for Third Party inspection fees

  • A copy of all Third Party inspection(s) shall be provided to the Township

  • The permit applicant is responsible for making arrangements for inspections and insuring that the required inspections have been performed by a 3rd Party Inspection Agency approved by the Township.

  • The required inspections are indicated on the back of the Permit card.

  • When calling for required inspections the following information is necessary:

    • Contractor Name,
    • Project Location,
    • Building Permit Number and
    • Type of Inspection.

Note:

  • For new construction a zoning permit application must be completed.

  • When the scope of work creates new impervious coverage a SWM Site Plan and Report are required unless specifically exempt by means of a stormwater application (effective 12-06-10)

  • If the project is located in a floodplain / floodway a floodplain development permit is required.

  • For those projects requiring both a zoning and building permit the building permit application will not be reviewed until a zoning permit is issued.

  • When the scope of work creates or impacts an on-lot septic system a sewage permit is required.

GENERAL INFORMATION:

This Permit Submittal Guide is a general reference guide intended to assist in the preparation, submittal and review of the documents necessary to issue a building permit. Additional information may be required based on job specific design and construction situations. The information contained herein is not all inclusive of code requirements.

  • All projects will be evaluated and reviewed in terms of compliance with applicable codes as adopted by Londonderry Township.

  • For projects that require a zoning permit the building permit application review will not commence until the zoning permit is issued.

  • All designs for new construction shall be prepared by a design professional.

  • Construction documents and plan reviews shall be performed by a 3rd party review agency.

  • Upon issuance of the building permit, the permit shall be posted and visible from the public street.

  • One set of approved plans, specifications and permit amendments will be returned with the permit.

  • Changes need to be submitted to the Township for review and approval

  • Approved plans and amendments must remain on the job-site until the final inspection

  • Structures may not be used or occupied until a Certificate of Use and Occupancy has been issued.

SITE PLAN

A site plan drawn to scale detailing all information listed under the site plan requirements shall be submitted with the construction documents.

For those projects requiring a zoning permit a site plan is required as per Chapter 27 Part 4 ยง422.

For those projects requiring a building permit a site plan is required as per Chapter 403.62a(e) of the UCC.

Under Chapter 403.62a(e) the Building Code Official may waive or modify the following site plan requirements if the permit is for an alteration or repair:

  • size and location of new construction and existing structures

  • distance from lot lines

  • demolition, size & location of existing structures

CONSTRUCTION DOCUMENTS

Chapter 403 of the UCC requires that an owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of any building or erect, install, enlarge, alter, repair, remove, convert or replace an electrical, gas, mechanical or plumbing system regulated by the Uniform Construction Code shall first apply for and obtain a building permit.

Under the UCC Chapter 403.62a(c) the BCO may waive the submission of construction documents if the nature of the work does not require review of the construction documents to obtain compliance with the UCC.

A permit applicant shall submit an application to the building code official and attach construction documents with plans and specifications that shall be examined to determine whether the construction indicated and described is in accordance with the Uniform Construction Code and those codes adopted under Section 403.21 of the UCC.

Construction documents, as defined, include written, graphic and pictorial documents prepared or assembled for describing the design, location and physical characteristics of the elements of the project necessary for obtaining a permit. These typically consists of, but not limited to drawings, plans and specifications for the following:

  • general plan requirements

  • foundation plans

  • floor plans

  • framing plans

  • cross sections

  • structural drawings

  • elevations

  • roofing plan

all governed by the Uniform Construction Code and typically assembled by a design professional as part of the permit submittal for new construction.
